[spoiler=Effect]"Elemental HERO Honest Neos" + 1 "Elemental HERO" monster

Must be Fusion Summoned by shuffling the listed Fusion Materials from your hand, field or GY into your deck and cannot be Special Summoned by other ways. This card is unaffected by your opponents monster effects. During the Battle Phase, this card is unaffected by your opponents Spell/Trap cards. Once per turn (Quick Effect): you can shuffle 1 "HERO" Monster from your GY into your Deck; increase this cards ATK equal to the ATK of the Monster that was shuffled into your deck until the End Phase that turn.

 

 

So Elemental HERO Kingdom Neos X is ment to act as a form of upgraded base form from the orginal Kingdom Neos where in turn it requires E-HERO Monsters instead of any HERO monster and also changes the damage reduction effect for shuffling a HERO in to the deck to gain ATK that turn.

 

In all it can be combo techy for E-HEROs as it allows you to set up with Fusing into it if materials in grave, then using a E-Call to search the Honest Neos used as a Fusion Material to boost Kingdom Neos X to 5000, then use its own effect to boost it further to 7500 ATK by itself when it shuffles the Honest Neos into the deck. It does mean your shuffling materials that could be used for Miracle Fusion into the deck but allows you with this to generate a powerhouse of a ace monster for a turn where this is about on par with Trinity.

 

Though art used is same as original the upgraded version would look similar but with some changes like the blue spheres on its chest, wings and hands looking similer to the X Gloves from hitman reborn as shown below.

So we're giving HEROes another win condition. Let'see:

Shuffling from anywhere to Summon this guy is a bit unhealthy, especially that we're talking about an archetype that has good searching/milling potentials AND "that grass looks Greener" is a thing (even if it's limited in TCG, "Left arm of offering" isn't). Imagine a 60 cards "HERO" Deck dedicated to him... Actually, after a second thought, you don't even need that, you can bring it with 1 card, Vyon:

 

- Summon Vyon

- Mill Shadow mist

- Search Honest Neos

- Shuffle Neos and mist to Summon Kingdom.

 

The protection is also a bit too much for a card that can be Summoned easily, but you can destroy it by ba... oh wait you can't cause it boosts its ATK... BUT in early game, since you already shuffled your 2 E-HEROes to Summon this guy, your opponent might be able to get rid of it by battle, but again in mid games your opponent would rather quit the game unless he has Raigeki/Hole or Kaijus (or can summon our lord and savior S39 Utopia).

 

but again, other than being an immune OTK enabler, it does nothing, doesn't negate, nor destroy... so yeah I think it would pretty much fine if you remove/nerved those silly summoning conditions.

After reading the name and materials my first thought was Miracle Fusion but... it doesn't even need it xD

This would put HEROes in the top tiers for sure, as it enhances their OTK game, and they are quite good at it already with Honest Neos, Anki and Battle Phase Mask and Form Change shenanigans. Also the summon is not even hard OPT so you can drop multiples of these in the same turn with enough HEROes in the grave. Not looking fair, to be honest. Sure, ABC Dragon Buster doesn't have a hard OPT Summon either, but if the goal is making fair cards, then IMO you shouldn't be looking at ABC.

 

I agree with Batmed on removing the summoning condition: requiring Miracle Fusion to Summon this kind of powerhouse should be fair enough, IMO. Or perhaps after doing so you can be a bit more flexible with the materials by going for 1 "Elemental HERO Honest Neos + 1 "HERO" monster.
