It doesn't completely stun a player (therefore making the duel un-fun), but it does make them need to weigh their options. It's also searchable with the lovely unlimited Terraforming, so it's a very good floodgate. I suggest making the effect work for both players though. Otherwise it will just be Royal Oppression mk. II, and instead of benefiting weaker decks to level the playing field, it ended up used by the top decks to oppress further. Besides, even if the effect applies to both players, there are some (currently) underdog decks that can work around it - for example Stun decks or boss monsters that are Main Deck monsters.
