During either player's turn: You can send this card from your hand to the Graveyard, then declare 1 Level/Rank. This turn, each time your opponent Summons a monster(s) with the declared Level/Rank, draw 1 card, then discard 1 card. You can only use 1 "The Cheerful Goblin" per turn.

I really don't like it.

 

It's wholly outclassed by Maxx "C", since this card makes you discard a card right after you draw, and only works on monsters of a certain Level or Rank as opposed to all monsters, meaning against, say, a Quasar Turbo Deck, you'd be drawing significantly fewer cards. 

It has the "Summoned" rather than "Special Summoned" advantage, but unless your opponent is using Yosenju, they won't be Normal Summoning many times. This also doesn't make you profit at all; You'd actually lose a card because of the discard.

All in all, it's basically a worse version of Maxx "C" without enough defining traits to make it very good in very many Decks.
