You can Normal Summon this card without tributing, but its ATK and DEF become 0. During either player's turn: You can target 2 cards, 1 on each side of the field; banish those targets, but return them to their original positions during the End Phase. This card can attack your opponent directly, but when it uses this effect, shuffle it into the Deck afterward.

It's a fantastically cute card i should look at your stuff more often owo

You get like a 5/5 for name and flavor, it being able to fly and attack the opponent directly but then get whisked away by the wind is adorable.

 

The effects themselves are okay, but as nyx said the attack reduction conflicts with it's last effect. Instead i would suggest a summoning method from the hand so that you can have a cost that isnt an attack reduction. 

Quick suggestion, instead of banishing, maybe you could put them on top of the deck, then make each player draw 1 during the end phase? Would be more interesting and make it more fun to play around with.

Honestly as flavorsome as the last effect is, it currently doesnt really reward you enough in my opinion. Maybe make the monster itself float into draw 1? I could see this being justifiable if it had some kind of heavier summoning method.

 

Love the card, it's first effect's interaction with it's last effect just bugs me slightly ^^

The reason its ATK is reduced when you just Normal Summon it is so that people don't go poking for 2600 damage with one card, siding this in a Demise Deck knowing games will take a while, they'll defend themselves, and expect their matches to go into time. Only works in, like, RL duels, but direct 2600 is a lot.

Oh, and you can also just banish it and something else to return it with full ATK (I believe?)

 

The return to Deck may be more thematic, since Wind decks usually manipulate their deck with Divine Wind of Mist Valley and whatnot. Also, I think floating would be a good effect to add, since it doesn't have all that much use outside of being fun and cute.
