Card A:

1 tuner + 1 or more non-tuner monsters
The ATK and DEF of all other face-up monsters becomes 0. Once per turn, you can banish 1 monster you control or in your Graveyard, then target 1 monster on the field; it gains ATK equal to the original ATK of the banished monster. If you control another face-up monster, this card cannot be targeted for attacks or an opponent's card effects.

Card B:

2 or more Level 1 "Stone of Legend" monsters
When this card is Xyz Summoned: You can add one Dragon-Type monster from your Deck to your hand. You can detach one Xyz Material from this card, Special Summon one Dragon-Type monster from your hand, Deck, or Graveyard. If this card would be destroyed, you can detach 1 Xyz Material instead. If this card is in your Graveyard: You can banish this card from your Graveyard to target one Dragon-Type monster in your Graveyard, Special Summon that target.

I'd have to go with A, because although both are pretty powerful, Card B is extremely over the top due to to the fact that it has no OPT on any of its effects. At all. It gives you at least 2 extra free Dragon-type summons from anywhere you choose, AND it has protection, AND it gets a free Summon on destruction AND it has good DEF for a Level 1 AND it gives a add on Summon. I mean seriously, with no form of OPT there, I can just summon two of these guys with four stones to get two different searches and two different banish effects.

Card A, on the other hand, has no OPT either. Why is this fine? Well, for one, effects aren't as powerful, but also, if you manage to get two out in one turn, that's fine and all, but one of them is going to have 0 ATK at first, and sure they have protection, but it only protects from attacks and targeting, so that raigeki will wreck you. The attack boost is just slow enough, and the attack prevention helps keep it out fast

Yeah, vote for A.

Card A effectively kills other monsters from really doing much, bar effect removal and all, and can banish other monsters for power gains. It also has an Ultimaya-esque effect; you can't touch it unless you remove the other monster. Not really sure what Decks can make Level 10 Synchros with ease nowadays (probably Synchrons or whatever can spam instant Synchro fodder), but yeah I don't see any Decks that can make two at once (or at a time). It may have targeting/attack immunity, but Raigeki/Mirror Force or otherwise non-targeting removal will screw this over. The ATK boost is fine and takes time to build up before it becomes a powerful threat (at least if you don't opt to banish a power monster early on); suppose you can also use it to pump another monster you have, so it can "protect" this card.

We only have two Stones of Legend for B at present, and I am unsure on how often you'll have multiple copies of them on the field in their respective Decks at some given time. But yeah, I am not keen on this card being able to SS a Dragon from anywhere (bar the banished zone). Darkness Metal got limited for doing the same thing (minus the Deck) and while this requires a detach, not keen on giving access to the entire Deck for SSing a Dragon of choice. That, and it can still SS more stuff from the Graveyard when it's banished [albeit from the Graveyard], coupled with its own protection (though looked at another way, you get 1 summon off this on average per card). But either way, not really sold on the amount of SSing it can do.

Voting for A.
