I mean, it's fine, but underwhelmingMilotic can get away without the destroy a monster by battle deal and just detach to shuffle a Set card tbh. It's attribute specific and otherwise it's a defensive card trying to be offensiveEdict would be fine if the condition was worded like Ghost Ogre & Snow Rabbit and not No. 38, as we all know Infernity Barrier Counter Traps are hell, especially handing one to an entire attribute.
