A is basically direct support for Generation Fish. Good synergy for triggering without permanent removal, and can remove problems on your opponent's side of the field. Furthermore, it can recycle your used-up resources like Leviair.

B can throw itself onto the field whenever you control a WATER monster. The main problem lies in the second effect, which is basically Dragoons on steroids. It can totally use itself as a cost, and even ignoring that, WATER is very strong in Grave presence, and the trigger is just all kinds of Mermail bait. Getting a free search for anything relevant when you Summon their maindeck monsters is highly problematic, like Dragoons, not to mention all the other problems that come with something like that, with things that can trigger sending it from the deck like Genex Undine…

Vote for A for properly doing things with Fish decks and not being as problematic.
