Card A
Sylvan CoCommando
Level 4 | WIND
Plant-type / Effect
The (1) and (2) effects of "Sylvan CoCommando" can each only be used Once per Turn.
(1) If this card is Normal or Special Summoned: You can target 1 "Sylvan" monster OR 1 Level 3 or lower Plant-Type monster in your Graveyard; Add it to your hand, then excavate the top card of your deck, and if it is a Plant-Type monster, send it to the Graveyard. Otherwise, place it on the bottom of your deck. You cannot Normal Summon a monster with the same name as the targeted card for the rest of this turn. (2) If this card is excavated from the Deck and sent to the Graveyard by a card effect: You can target 1 "Sylvan" monster you control, and 1 "Sylvan" monster in your Graveyard; Send the first target to the Graveyard, and if you do, Special Summon the second target, and if you do that, you can look at a number of cards from the top of your Deck equal to the difference in the Level/Rank of the first target and the Level/Rank of the second target, then place them back on top of your Deck in any order. If the difference is 0, you can draw 1 card instead.
1600/900

Card B
Chaos Balance
Normal Trap
Activate 1 of the following effects:
*Target 1 Level 4 or lower DARK monster you control; send that target to the Graveyard, and if you do, Special Summon 1 Level 4 or lower LIGHT monster from your Graveyard.
*Target 1 Level 4 or lower LIGHT monster you control; send that target to the Graveyard, and if you do, Special Summon 1 Level 4 or lower DARK monster from your Graveyard.

Eh, I haven't made a card in awhile. Shall we have at it?

Question though: is it the graveyard monster that activates the effect or the one on the field?

Card means any card can activate the effect, but the effect must trade a monster on the field for another one in the Graveyard. And accepted.

I should mention that Card A is missing its ATK/DEF.

Striker, please update it ASAP; otherwise it may prove difficult to grade on whether or not it does too much for its Level and/or whatever its effects are.

-------

Card A is obvious Sylvan/Plant support, and helps to set up the Graveyard for Fertilizer or whatever Sylvans use for revival nowadays.

Second effect builds off of their normal "excavate/mill" playstyles, and trades in dead Sylvans (if you already triggered their effects) for newer ones.

That, and you technically have the possibility to arrange a good amount of your Deck; depending on what you decide to revive and what is exchanged for it.

Realistically, probably 3-4 at most; which isn't too bad. Otherwise, it still nets you a free draw; but only if you excavate/mill it.

Indeed, they are very reliant on what they can excavate/mill, so that effect helps.

Personally, I feel that the (2) effect does quite a bit, although yes it is OPT and requires that you mill it.

That, and it can combo with said revival cards to trigger (1) and other stuff.

Again though, stats are missing.

-------

Card B realistically only does stuff in Chaos/Twilight decks, and definitely restrained to smaller monsters (assuming they aren't banished for their bosses or whatever).

To be honest, only Decks that I can think of that can realistically use this outside of the above is probably LS, but even that's a stretch.

I suppose BAs could use it to trigger stuff, but I don't think they run any Level 4 or lower LIGHTs.

-------

For usability, card A gets it, given that it does help the Deck with one of its flaws to an extent. As noted already, B has limited applications realistically.

Balancing-wise, likely card B since it doesn't revive too many things that would be a pain to deal with.

It's a hard choice, but for now, I'll give this one to A.

(Although depending on what A's stats are, my vote may/may not change.)
