Rules

  • A monster that support non-Effect Monsters.

When this card is Normal Summoned or flipped face-up, if you control no other face-up Effect Monsters: You can add 1 "Faustian Bargain" and 1 Level 4 or lower Normal Monster from your Deck to your hand. You cannot Special Summon Effect Monsters during the turn you activate this effect. You can only activate the effect of "Mephistopheles" once per turn.

Pendulum effect: You cannot special summon effect monster. If you Pendulum Summon a monster(s): You may add 1 Normal Monster from your deck to your hand. If you play a non-effect monster in your pendulum zone: Draw 1 card. You can only activate each effect of "The Heavy Hand of Justice" once per turn.
Though the scale is unbalanced, it continues to judge the souls of all,MN separating the righteous from the wicked.

Card A:

A +2 when the effect resolves. "Faustian Bargain" is a really nice removal card, and with this card's effect you don't have to worry of it being dead for not having a Normal monster in the hand. I think it is a fair reward for running a Normal Monster deck.

 

Card B:

Clearly a support card for Normal Pendulum decks. I had to take a look a the Normal Pendulums available to get an idea of what this card can do. It looks fair at first glance: The dual scale allows it to work well along Pendulums with either high or low scales, and even a copy of itself, which is cool. Then, after you set things up, it rewards you either a card draw, or most of the time a Normal Monster, and the latter can hardly be abused except by Pendulum summoning them the next turn to keep up the agression, or as discard fodder.

 

However, this card's high Level is a letdown as it cannot be Pendulum Summoned through the scales of the other Normal Pendulums, including itself.

 

 

I Vote for Card A, because in my opinion it fairly rewards the player for running a Normal Deck. Card B appears to be fine, but at the same time is susceptible to becoming degenerate with the continuous pluses it can provide, or when you play multiple copies of it.

Heavy Hand of Justice is plus a bajillion. Mephistopheles is really questionable on the +2, but the can't Special Summon Effect Monsters prevents it from being an instant R4 or Level 5-8 Synchro of your choice + deck-thinning. TBH, I still wouldn't call it balanced, but it's better than Card B.

Vote to Card A.

I vote Card A. Well, no matter how you look at it, Card B is too good as a +2 per turn with 2 copies of it on each side. Card A is also a +2 and still let you Xyz Gem-Knight Pearl or Synchro Gaia/Scrap by searching any Level 4/Level 2 or 3 Tuner, but it requires you to have no other Effect Monsters and facing a Special Summoned monster, which make it better and at least the better of these 2.
