Atypical-Abbie
Card A has some problems in terms of wording. This doesn't seem to make sense: "Remove 3 Serenity Counters from this card: Target one monster you control and Banish one Equip Spell in your Graveyard; Equip that Spell to the target monster until the end of your turn," So you banish it and then you equip it? That is an odd effect, I don't really understand it, so points off because of that. The card is also LONG. Too long cards typically mean that you had more ideas that you wanted to put in, instead of making other cards. I know this is a 1V1, but you don't NEED so long cards. That said, the card is alright, but slow. The best effect that you can use with it is the last effect, but it requires a whole turn of set-up, and then you need to wait another turn again. If it had an effect that allowed it to put Counters on it faster, then it would be more useful, but it's too slow to do any good. Chaos Zone is a similar card that has similar issues, a great effect, but too slow to ever get used. It's balanced, yes, but it isn't very good. Card B on the other hand, well, the first effect is fun, Ojama is one of my favorite lock-down Decks, and those effects are rare to see, so a card that is actually quite good is nice to see. I am not a big fan of floodgate effects though, even if Special Summoning from the Deck isn't as common as other things. I also don't see how those 2 effects have anything to do with each other. At least you also lock yourself down with it, but as with any floodgate card, you are going to use it, you probably are using it because it benefits you greatly. Still, it's a better card than Card A. Vote goes to Card B.

0DST
Well, I could be an ass and say that the contest is finishing at exactly 23:59, but there will not be any votes. Congratulations to ~Renegade~, commiserations to me. Well played! Lock, close, finish, whatever. We're good here.
