If this card is in your Graveyard: You can return 1 of your banished monsters to the deck; Special Summon it. If this card is Special Summoned, banish it when it leaves the field. You can only activate the effect of "Chimaera" once per turn.

Card B:

You can discard 1 card and return 1 card in your opponent's Graveyard to their hand; Synchro Summon 1 Synchro Monster using this card and 1 monster your opponent controls. (Treat Ranks as Levels.) Your opponent takes no Battle Damage the turn you activate this effect.

Card A:

It is basically a more splashable "Fishborg Launcher", but requires at least 1 banished monster to work, which is not that difficult to set up. Also as a Psychic it gets support from E-Tele, which is its biggest selling point in my opinion.

Card B:

Taking the opponent's monster as Synchro Material is powerful, but I don't like the costs that come with that effect. Although it can be compared with Super-Poly (both take the opponent's monster as material, and have a cost of -1), this card lacks Super-Poly's perks of activating during the opponent's turn and pseudo-"Spell Speed 4". In addition, it relies on the Level of the monsters your opponent Summons so if you don't have a proper Synchro to drop, this card is virtually dead.

I vote for Card A.

Card A: (tell me if i've got this right) If this card is in your Graveyard: You can return 1 of your banished monsters to the deck; Special Summon it. If this card is Special Summoned, banish it when it leaves the field. You can only activate the effect of "Chimaera" once per turn." So if it's in your Graveyard, you get to return a Banished monster to your deck and then... special summon Chimaera back? or special summon the monster you sent to your deck out? i'm assuming the first.. but ah.. continuing on that assumption it's an interesting way to get a monster back and could be used as a cycle if you had more than one. it's 0/0 stats could be better, i mean if you don't protect it it's gone the next turn.

Card B: (this kinda looks like something Aix would do)  It's pretty cost heavy, but you do get to steal your opponents monster for Sychro- Fodder. I really like this one (and it's less confusing, which is affecting my judgement a bit). The stats are really good for a level one and sorta help in balancing it all out. The damage negation seems a bit much though. although, if you steal an xyz with it, the damage negation makes it just right.

I think it's obvious that my vote goes to Card B.

Card A Special Summons itself. First clause is a condition and the second is a cost.

1-1 Tie.

Hmmm. Both Level 1, eh?

Card A: This honestly would give Psychics a massive boost, and brings to mind a Fishborg-Esque feel. Emergency Teleport into this, mixed with having any Banished cards can lead to rather easy Synchro Plays, in combination with something like Level Eater. It makes things like Plaguespreader even better, as it would be that you could use Plaguespreader, and then recycle it into your deck to summon this thing.

Card B: This card, to me, is pretty weak gameplay-wise. Firstly, you need to discard 1 card from your hand, secondly, you're letting the opponent +1, and lastly, you won't be doing any damage that turn. Not to mention the opponent's Monster needs to be a Level you can use this card with. And if I really wanted to use this kind of effect, I would rather use Synchro Material. The art, however, is quite pretty. It looks really nice with the color of the card itself.

My vote goes to Card A.
