Requirement: Make a card that supports the Fortune Lady Archetype.
Omuvc4U.jpg
During either player's turn, if this card is in your hand or face-up on the field: You can target 1 face-up "Fortune Lady" monster you control; banish that target until the next Standby Phase. You can banish this card from your Graveyard; Special Summon 1 "Fortune Lady" monster from your hand or Deck. You can only use 1 "Fortune Diva Lunar" effect per turn, and only once that turn.

knOWDUs.jpg
Once per turn: You can target 1 face-up "Fortune Lady" monster you control, then Special Summon 1 "Fortune Lady" monster from your hand or Deck with the same Level (It is treated as if it was Special Summoned by the effect of an "Fortune Lady" monster); banish the target and add 1 Fortune Counter onto this card. During each of your Standby Phases, add 1 Fortune Counter onto this card. During either player's turn: You can send this face-up card to the Graveyard; Special Summon any number of your banished "Fortune Lady" monsters whose combined Levels are equal to or less than the number of Fortune Counters that were on this card.
What? Card B SS something as cost so the opponent can't do anything to stop that!? Not to mention targeting Light will just give you instant 2 cards and 2 monsters. That kind of ridiculous effect will never get my vote, let alone the last icing on cake effect. Card A is an OPT IMT and can SS a Fortune Lady from Deck by banishing itself (not so sure if it trigger Fire or not, since the "This card is always treated as "Fortune Lady" card" clause appeared on the card art but not in lore) well a little bit OP here, but since another card is so absurd and this card is not that bad so that Card C can get some love, I vote Card A

What it can summon is extremely limited, and it's fine inside a cost. True that your opp can't do a thing to its special summon, but that's the only thing which is good from the card. This card is mostly a 0 card also, it just change 1 fortune lady to another, its last effect is there to make it not a -1. Fire and Water has mandatory effect, so it will proc even if summoned by this card's cost.

Also, Card B is not absurd. Card A is op.

No, even it's seem fine when talking about the deck, but having a benefit cost will just ruin the entire cards designing, that's all.

Card A: Triggers Fortune Lady effects from the field (Light can SS another one from the Deck due to effect). As for Fire getting triggered (or the others, if they have that requirement also), since the card has "This card is always treated as a "Fortune Lady" monster", it'll work (assuming TC forgot to add that part in lore; or a late correction). It also serves as some form of a hand trap, since you can simply trigger from the hand and do it.

Card B: SS another Fortune Lady by banishing the first one (triggering Light or Fire), then gains a counter on it for doing so (also gaining a counter every turn). Last effect is essentially a FL-restricted variant of Exemplar (but can be triggered on either player's turn to summon FLs to swarm, Xyz or w/e)

Yeah, card A is getting it for being less overpowered. Aqua pretty much mentioned the rest of whatever I was going to say here.

Card A

You can activate the first effect repeatedly by keeping one Diva in the hand, but being a OPT flicker effect, the biggest mileage you would get out of this card would be abusing Fortune Lady Light to bring out her big sisters. On everyone else, said flicker would be best for dodging removal. The second effect is potentially powerful, grabbing any Fortune Lady from hand or Deck (including other copies of herself, but that's almost redundant due to the 1-effect-per-turn-per-copy), resulting in instant Darks or Water draws. The only thing keeping this from becoming a serious wumbo combo piece is that 1-effect-per-turn-per-copy restriction.

Card B

Regardless of the options available, beneficial costs (ignoring interactions with other cards) are counter-intuitive and bad card design. A Summon in the cost makes it incredibly difficult for the opponent to react to or prevent it. I understand this is supposed to avoid missing the timing with Light and trigger Water's effect, but you can easily move the Special Summon into the effect resolution before banishment, and it would serve the same purpose without looking this ridiculous. Second effect lets it nimbly dodge removal, but the counter accumulation seems too slow to be able to bring back the Fortune Ladies you'd want.

Card A, overall, seems like a better tool for the Fortune Ladies.
