This is my firsty so excuse me if I get something wrong.

 

Rules:

First to 3 votes wins or person with the most votes after determined amount of time after cards are submitted wins.

All votes must have a valid reason.

The winner will get 1 rep from the loser.

You must submit your cards before 48 hours (2 days)

Requirement:

It's simple, make a card that has an effect of: This card cannot be normal summoned or set. It must be a level 2 DARK monster.

Lore: Cannot be Normal Summoned/Set. Cannot be Special Summoned unless you control no Special Summoned monsters .If your opponent controls a Special Summoned monster, you can Special Summon this card (from your hand). When this card is Special Summoned OR when your opponent Special Summoned a monster: Target 1 Special Summoned monster your opponent controls; while this card is face-up on the field, take control of that target. If this effect is activated, this card cannot be destroyed by battle until the end of this turn, also your opponent takes no damage until then. You can only use the effect of "Illya, the Illusion Charmer" once per turn.

Lore: This card cannot be normal summoned or set. You can special summon this card by returning 2 DARK monsters from your graveyard to your deck. When this card was special summoned by it's own effect, you can target 1 monster on the field, that card cannot be used for a Fusion summon, Synchro summon and Xyz summon. When this card leaves the field, banish it instead of sending it to the graveyard. All monsters that are special summoned on your side of the field will be affected by this effect. You must control a DARK monster to activate and to resolve this effect.

Card A: Good card, actually not very hard to summon since the opponent usually has a Sp summoned monster. Also, it's perfectly balanced with checks and balances.
Card B: Let me count... 13 OCG errors plus for one sentence(the next to last) the wording is weird. I didn't really get the effect that much due to the OCG errors and the wording.
I vote Card A.
Aqua you could have submitted that card for my contest... You haven't submitted yet and YES I know whose card is who's. Look at the requirements and the "cannot be normal summoned or set" capitalization then look at the person who started this post then look at the first sentence in each card

You know, we don't have a lot of monsters that seize control of things - either because they're too weak to survive battle and the effect thus gets checked very easily, or because the results are too disastrous. Card A finds a good middle ground, granting herself protection to ensure that the turn passes round and you get a chance to use the monster properly, while also checking herself by preventing further damage dealt to the opponent for that turn and preventing herself from being inserted in the middle of some SS mania wumbo combo. I'd merge the second and third Summon conditions together, but I've realized that the second Summon restriction prevents you from SS'ing her via other methods if you control SS'ed monsters, so all is fair.

 

Whenever I see a monster with a (semi-)Nomi condition but poor stats, I assume it's got some cool effect to make up for it. What does Card B do? A one-use indefinite Duston Roller. If it could continue spreading the curse onto other monsters to leave your opponent with a very clogged field, I could respect that, but this card only does this when it's Special Summoned by its own effect, and nothing further. The sentence "All monsters that are special summoned on your side of the field will be affected by this effect" also confuses me - does it curse your own monsters with the same field-clogging effect if it gets destroyed? Considering its weak stats and lack of protection, it's bound to happen very often and will eventually turn into a liability.

 

No doubts about it - Card A gets my vote.

Card A:

I don't know what to say, but I see this as a third The Monarchs Storm Forth for monarch decks (only to special summoned monsters though). Its effect is mandatory, and applies when this card or an opp's monster is special summoned; the first part is pretty okay, but the second makes it a bit imbalanced (especially because its cannot be destroyed by battle part). Also, this card doesn't need to be normal summoned to take control of something (more imbalance coming). The best thing to do after something gets controlled by this girl is tributing it for monarchs, and you get to keep the girl there also. On the opp's turn, its effect will either disrupt their play (greatly), or skip his battle phase (only for hitting it with a normal summoned monster), or even skip their turn (if they use gadget for example). In the future, Mega Caius really love this girl . . . (So, I actually knows what to say :P)

 

Card B:

The last hope I had after reading its effect is whether this card is a tuner or not, which turns out to be a no. So . . . without further delays, a no for this card.

 

I really don't know what to do. Card A is pretty op after I see that monarchs totally owns your opp with this cute girl (unless they use a non-special summoning deck, which is rare nowadays). Card B is . . . . AWESOME!

Card A

First of, let me say this: IT'S SO CUTE! I WANT TO HUG HER SO MUCH! Just... asdbfsrehjbafgwegfwcynhdsgyjmiu

Now then, on to the actual card. Easy to summon early game while being either a dead draw or an amazing top deck depending on how the game's been going. The stealing effect not being optional could get a little annoying, but its protection effect is definitely nice since most stealers become targets.

 

Card B

OCG errors out every orifice, confusing near the end, and a meh effect. Only thing good is the getting two lost monsters back, but there are many other cards for that.

 

Vote

Card A, as it's actually useful. The fact that she's so cute doesn't hurt, either.
