Challenge: A Level 5 or above Generic Monster (Can be splashed around in most Decks)
 

CARD A

This card can be Special Summoned from your hand or Graveyard by discarding 1 Level 7 or above monster from your hand. If this card is Special Summoned by its own effect, its ATK & DEF is halved. Once per turn you can discard 1 Level 7 or above monster from your hand to Special Summon 2 Level 4 or below monsters from your Deck in face-up Attack Position. The Special Summoned monsters cannot attack and are destroyed during your End Phase. If the Special Summoned monster(s) are Insect-Type, they are treated as Tuners. You must pay 1000 Life Points to use a monster Special Summoned by this card's effect in a Tribute, Synchro or Xyz Summon.


CARD B

Cannot be used as a Fusion, Synchro or Xyz Material for a Summon. You can Special Summon this card (from your hand) by sending 1 face-up monster you control to the Graveyard. Once per turn: You can target 1 card on the field; destroy that target. This card cannot attack your opponent directly during the turn you activate this effect.

Well, lets give this a thorough read.

 

Card A just opens up a stupid amount of combo potential. Yes, you do have to pay 1000 LP for a subsequent Summon using the monsters you coughed out, but what's there to stop you from flickering them about and detaching themselves from this card's effect, or using them for things other than a Tribute/Synchro/Xyz Summon (think XYZ pieces)?

 

Card B is far less problematic. It doesn't eat an additional Normal Summon to bring this card out (unlike Tribute Summons), has a solid OPT effect and okay ATK, and some miscellaneous restrictions that prevent Decks from abusing its Summoning ease too hard. The fact that its inherent Summon doesn't Tribute makes it a clear statement that, despite it being a LV6 LIGHT Dragon, it doesn't want to be associated with Hieratics too strongly.

 

Vote goes to Card B. If, during the design stage of a generic-use card, you find yourself tacking on a short paragraph of restrictions just to balance off your card's effects, you might want to rethink what you want that card to do.
