-Written cards are allowed. (Must be in written format, cards with blank pictures are not acceptable)

-Cards must be PM'd to me.
-Remove any evidence of the card being made by you to ensure anonymity.
-In case a downtime happens, the deadlines may be extended.

-The creators should avoid posting comments that give away whose card is whose.

 

Simply make a tuner monster.

 

Card A:

This card can be Special Summoned from your hand or Graveyard by removing 2 Spell Counters from face-up cards that you control. Once per turn you can remove 1 Spell Counter from a face-up card you control and Put it on this card. Increase or decrease the level of this monster by 1 until your End Phase. Increase the ATK and DEF of this face-up card by 400 for each Spell Counter on it. When this card is used as Synchro Material for a Synchro Summon, you can remove 2 Spell Counters from face-up cards you control to Synchro Summon a monster with an increased or decreased Level of 1 instead.

Card B:

While this card is in the Graveyard, it is treated as a Normal Monster. When this card is Normal or Special Summoned: You can send 1 Level 4 or lower DARK monster, except "Underworld Band Tour", from your hand or deck to the Graveyard; this card gains Level(s) equal to the Level of the card sent, until the End Phase. You can only activate the effect of "Underworld Band Tour" once per turn.

I vote Card A because she's a lo... *shot*

Well, both cards have some interesting Levels twist. Card A has interactions with Spell Counters, which didn't get some love for a while, and despite that, I have to say that it's quite well made, balanced and useful. Card B also not bad, but I think it's effects are not so new (Armageddon almost did the same thing) and because I like Card A's Spell Counters play more than this, I vote Card A

Then I'd might as well vote while I'm here.

 

Card A is... unorthodox, but promising. In a Spell Counter-heavy Deck (think Endymion), her level-twiddling effects can vastly expand the Synchro range and create most mid-level 2-material Synchros. Last effect seems redundant, and could become a separate trigger effect or integrated with its second Spell Counter shifting effect.

 

Card B is equally promising - it sets up the Graveyard, fiddles its Level, and it's compatible with Swing of Memories. Base Level of 1 also opens up interaction with 1for1. I could foresee this card being used in a Tele-DAD-ish Deck. What seems to be missing is an ability to Special Summon itself, which has been making certain Tuners popular, but I suppose it's for the better that effect is missing.

 

It's going to be particularly difficult pinning a vote between these cards. I do vividly recall a fair bit of difficulties with a Spell Counter Synchro Deck, particularly when it came to making Arcanite Magician. The utility presented by Card A will alleviate all those issues. Card B... doesn't have that extent of flexibility.

Card A: Useful for spell counter decks but not anywhere else. It's actually pretty good, because it helps synchros a lot. Basically you can have levels add up to one less than the synchro, the correct level, or one more. Lots of flexibility if you want to synchro.

Card B: Good effect, helps synchros too. Not as good to use as Card A though.

 

Card A is more helpful and therefore gets my vote.
