Card A: I personally think that the card is WAY too good. The first reason is due to the wording: 'Tribute a Special Summoned monster you control' instead of sending it to the grave. The main broken use I can think of for this effect is obviously Hieratics; with this card and either Tefnuit or Su are just giving you pluses for days. However, I'm pretty sure that it can be used in most decks too well, due to the amount of special summoning in the game, even with no damage - it's a set up card. On top of that, and you get a Monster Reborn after your opponent kills your boss that turn for 1000?! (or from hand as well, just why not). The second effect is just not good for the game, hard to negate, and just too damn good. Once per duel doesn't mean much, as most people didn't run the 1 Reborn and then ways to re-use it. One was enough. This card though...

Card B: I don't know the Banish Psychic deck that well, but I can see that this would be a good simple draw card for them, helping the deck a lot for those who play it, and the effect works well enough with the flavour - physics>mind>imagination? The second effect doesn't do much, but adds some versatility, and I personally love s/t cards that activate when destroyed (artifacts too good). Not much else to say, it's quite a simple card.

As you can probably tell from my rant, I'm voting for Card B.

I'm not agree with above, for me Card A is strong, but has reasonable drawback which not allow you to do anything to your opponent, and the banish effect is just a limited Soul Charge that allow you to also get something from hand instead of number, but the most important thing is, it's generic and splashable. Card B letting you draw 2 cards without any real drawback (banishing for Psychic, who call this a drawback?) and reward you a used fader or else if it's destroyed (without opponent restriction, so you can just scrap dragon this, double cyclone, exciton, etc. and this is the part that make me don't like this card at the first sight), so my vote go to Card A

At first, I thought Card A is way too OP because I misread the theme as making a continuous spell. Anyway, it is a good card but the second effect is quite strong and... I don't think it should be there because the theme is about drawing.

Card B on the other hand is good. Although the second effect is not about drawing, adding a card in my opinion is quite close to the theme.

TLDR: So my vote goes to Card B.
