Card Requirement

Create a card that has either a discard effect or an effect that activates when discarded.

Card A

Kiu1863.jpg

If a Fairy-type monster is sent from the hand to the Graveyard by a card effect: You can discard this card and target 1 Level 4 or lower Fairy-type monster in the Graveyard; Special Summon it. This effect of "Forcas, the Dim Angel" can only be used once per turn, and only once that turn. During the End Phase of the turn this card was sent to the Graveyard, if you control "The Sanctuary in the Sky": Target 1 of your banished Fairy-type monsters; return it to the Graveyard or add it to your hand.

Card B

If this card is Normal Summoned: You can discard 1 WATER monster: increase the Level of all WATER monsters on the field by 1. When this card is sent to the Graveyard to activate a WATER monster's effect: Send 1 Sea Serpent-Type monster from your Deck to your Graveyard, except "Atlantean Whale Cavalry".

Ok... card B seems a little awkward. First, it has a 'when Normal Summoned' effect worded with "If..." basically meaning it cannot miss the timing... or what was known as Priority some time ago. I... do not like this. The effect itself isn't even so great, just an enabler that can open up a couple more Xyz options. And the second effect doesn't look like it's been thought through. It won't trigger the effects of Atlantean monsters that need to be sent to the Graveyard as a cost by Water monsters. Its targets and usefulness are limited. Overall it just feels like a more awkward Dragoons.

Card A is more creative and has a good sense of balance. The first effect feels slightly gimmicky and limited, but the second effect gives the right things a boost in the right direction. So Card A gets my vote.

Card B has a semi-loop that can fill up the Graveyard quick with Surface targets (Send 1 Whale Cavalry -> Send another -> etc) and it can get Dragoons to a comfortable position, even at 1. Frankly, I think it does far too much in an already very capable deck.

Card A is restricted enough to not warrant that much abuse, and that second effect clearly meant to work with Hyperion is nice.

Vote for Card A.

Card B is really not so good here, dumb a sea serpent can't trigger Atlanteans, but can't dumb the right thing such as Tidal or Ice as well. The 1st eff is just... meh, and kinda awkward to use. Card A 2nd eff is more useful in comparison, not to mention the 1st eff that looks so situational can combo to heralds or hecatrice, so I vote Card A

p.s. sry for my inactive several days ago, but that RL issue is tough...
