The requirement is to make a monster that interacts with Pendulum Monsters in any way without being one itself.

Card A:

Lore:
When this card is Normal Summoned: You can add 1 Pendulum Monster from your Deck or Extra Deck to your hand. When this card is Special Summoned: You can draw 1 card. Then, if this card was Pendulum Summoned: You can Special Summon 1 Pendulum Monster from your Graveyard. You can only use 1 "Magician of Necromancy" effect per turn, and only once that turn.

Card B:

If this card is Special Summoned: You can target 1 Pendulum Monster in your Extra Deck: Shuffle it into the deck, and if you do: Add 1 Pendulum Monster with the same Pendulum Scales as that monster from your deck to the hand, but you cannot activate cards with that name during this turn. You can halve this card's ATK, until the End Phase; It can attack directly this turn.

...Card A is all sorts of crazy. I mean, it's probably fineish now, but when more potent Pendulum cards start making their appearance, it can easily spiral out of control. Plus I really don't like "when x summoned draw 1 card" types of effects, they reek of laziness and a cheap attempt to make something that is inherently situational more competitively appealing... except this card is actually more than good enough even without that draw clause.

Card B is what I'll vote for. I like it overall, it is well designed, with a clever name and matches the whole theme of Arc-V. Only thing I'd change would be to make you have to add a monster with a different name than the one you return, but let you use it on the same turn; that way the card requires more thought in deckbuilding, but is also more potent. Plus dat CFV art.

Card A is OP imo, although I am not familiar with Pendulum monster, but a card that can +1 when you normal summon OR special summon it is crazy. Furthermore, you can special summon 1 more pendulum monster from graveyard when she is pendulum summoned. Too much advantage without cost.

Card B is better, attack directly is a bit random though. I will go with Card B because i thinks it is more balance than Card A and also more realistic.

Still getting used to Pendulum Monsters myself, but doesn't mean I can't judge based on what's been shown thus far.

To keep things short, summoning stuff is abbreviated (PS = pendulum, NS = normal and so on.)

Card A: Adds a Pendulum Monster to the hand when NS, draws when SS (PS) and summons a Pendulum from the Graveyard when it's Pendulum Summoned itself (with an OPT clause)

Card B: Shuffles a destroyed Pendulum from Extra (since they go there when destroyed) back to the Main Deck, then adds a monster with the same scales to the hand but it can't be used that turn.

Based on this stuff, I'm voting for card B for balance reasons. While card A isn't too bad right now (since Pendulums are still being released), it does hold potential to become broken; since it already draws cards and SS more stuff w/out much effort.
