"Clean up crew"

Basically this idea has been buzzing around in my head since last night, and all day today(At the time I posted this)

Effectively it's like this:
The infamous SOPA(Get it, soap? Clean up?) runs the internet. And it's to the point that it's like communism, in the sense that they are always watching, and keeping everyone in check. Except, however, unless it's been pre-approved by 'the system', which is, of course, also run by SOPA. So basically, if you wish to communicate your thoughts in image form, you would be arrested on the spot if you used anything that wasn't a single pre-approved emoticon, and your limitation of exclamation marks is a maximum of 2.
Things like memes/images/typical internet stuff/etc is strictly outlawed, as expressions of ones self on those sorts of levels is against all forms of policy and encourages others to do the same; They don't want any kind of anarchy going on.
The story follows around one of the 'Internet cops' who is part of SOPA, and goes around cleaning "repairing" parts of the internet that were vandalized.
Also, because this takes place on 'The Net', everyone is basically a blocky grey robot. Or at least, those under the "ownership" of SOPA. Everyone else is whatever the hell they wind up as.
But as the story goes on, said cop gradually learns that SOPA is run by nazis(Not literally, of course), and he also grows tired of the same old, same old.
So by the end of this, the internet goes from a greyscale world of boring, to a land of sunshine and rainbows.
Or something like that.

....It's a rather silly idea if you think about it, really.

Since I assume part of the story will be on the Internet, feature YCM in this and make the cop some YCMember.

But anyway...
The "environment" I would want to use for this would be a setting that's similar to that of the Megaman Battle Network games and/or other shows/stories/etc with a similar concept. Mostly, because humanizing things like email systems and what-not would be pretty silly. Especially if the fact people send stuff through AOL(Early AOL, of course), and the slowness is because of some traffic jam, and the resident cops have to sort things out.
Or at least, something along those lines.
