Where in the world is Nathanael Sandiego?

Requirements:

 

Make a level 7 or higher monster that cannot Special Summon itself.

If you control no face-up Xyz or Synchro monsters, you can tribute summon this card using 1 face-up monster you control as the tribute. When this card is Tribute Summoned, draw 1 card. When this card inflicts battle damage to your opponent, draw 1 card. This card cannot be targeted by your opponent's card effects if you have no cards in your Extra Deck.[/spoiler]

You can discard 1 card; Set this card from your hand or Graveyard in 1 of your Spell/Trap Card Zones. If this card is sent from your Spell/Trap Card Zone to the Graveyard: You can send up to 2 monsters with different Attributes from your deck to the Graveyard, and if you do: Banish this card. You can only activate the effects of "Gem-Draco Formation" once per turn.[/spoiler]

wow both cards are great and nearly flawless, so I'll have some hard time here, let's do some quick review here

 

Card A

a 2800 beater who was decided for some deck that didn't mainly rely on Extra Deck cards like Monarch, but can also use in any appropriate Deck since it only need u to control no Sync/Xyz to summon it easier, though will have no target protection. draws 2 in the same turn by only 1 card seems a bit much, but since to inflict battle damage is a bit hard nowadays, so I think this is fine

 

Card B

2 Foolish Burial w/ some condition, while I think this is perfect, I noticed a problem that if you discard a card to set that card, any skillful player will instantly know what it is, I suggested that u should only set it w/o anything, then discard for an activation cost

 

with that, my vote go to card A

I vote Card B, the reasons are

1.) Card A can bring out too easy for drawing effects and that high stat,

2.) Card B, despite it's so obvious to opponent what that card is, didn't restricted to be destroyed by ur opponent like those artifacts did, so with that card, plus another card and MST or double cyclone are 2 Foolish which I think it's worth to do

a bit hard to vote, both cards are well-designed, fine my vote go to Card A, tribute to draw maybe a bit much, but the draw from damage is not so easy to get, at least not while many players still run 20:10:10 deck while card B, I have to said that it's not so good idea letting your opponent know what card you set like that, yea you may mentioned Double Cyclone, but still, it's better to be MST bait.

Both have nice name and nice picture, let's say this first.

Card A

Much more classic card then B. Looks like some kind of Guardian Eatos, but your card instead of eatos works with the absence of extra deck creatures. I approve the card until the draw when t.summoned... the following parts look unbalanced to me, it has a serious draw power (considering its ATK). If you have no extra, it cannot be targeted....hmm, nice part it would give (too much?) power to decks not requiring Extra, frognarchs especially

 

Card B

Very creative card, but it has a weak point for me: Since you must discard to set it from your hand, your opponent will easily understand that it's not a trap neither a spell, so he will never ever want to pop that set card that required a discard. So it will require you to put more than 3 typhoons to do your business with it on your own....which is not that impossible, there are many cards that would work with this.

 

I must decide between Clear-Benefit card and Unique Card, i vote for Unique, vote B

Card A: 2800 ATK monster that can SS itself if you don't have any Xyz/Synchro monsters out, allows a draw when it's Tribute Summoned and when it deals damage and has effect immunity when no cards exist in your Extra Deck.

Essentially a free 2800 attacker with targeting effect immunity if you don't use an Extra Deck (but you don't draw unless you tribute the usual 2 monsters). The damage part might be difficult to get around (given the usual monsters nowadays).

 

Card B: Discards a card to set itself in the S/T zone (guessing influence from Artifacts/Crystal Beasts), banishes itself by sending 2 different Attribute monsters from your Deck to the grave if it is in the S/T zone

OK, it can set itself in the S/T zone and when destroyed as one, banishes itself by sending 2 monsters to the Graveyard via the Deck. Not sure what kind of strategy you can use with this card.

 

 

It's a decision between usability/power and balance, but I'm going with card B for balance reasons
