The condition is to make a Trap Card with an effect that activates in the Graveyard.

Card A:

QIZgqzx.jpg

When this Set card is sent to the Graveyard: Draw 1 card. When a monster you control is sent to the Graveyard: You can banish this card from the Graveyard; Special Summon that monster from your Graveyard. During your Standby Phase: You can discard 1 card from your hand; return this card from your Banished Pile to your Graveyard. This effect of "Undying Legion" may only be activated once per turn.

Card B:

Stone Tablet of the Mighty

Continuous Trap Card

While this card is face-up on the field, you cannot Special Summon from the Extra Deck. When this card is activated: Special Summon this card; It is treated as an Effect Monster (Rock-type/LIGHT/Level 1/ATK 300/DEF 1200). Once per turn, you can reveal 1 Level 5 or higher monster in your hand; this card’s Attribute becomes the same as the revealed. If you would Tribute this card for the Tribute Summon of a monster with the same Attribute, you can treat this card as 2 Tributes. You can banish this card in your Graveyard; Special Summon 1 monster with 2400 or 2800 ATK from your hand (this Special Summon is treated as a Tribute Summon).

Card A is a all around Miracle's Wake, except it yields instant results and from the Graveyard. It is useless unless your opponent hits it with a removal or you manage to discard it yourself, which impairs playability all together, and overall serves more as an annoyance than a play maker. Of course, it can prevent turn arounds and simply protect boss monsters. The return from banish to Graveyard is fair to an extent, making for a more annoying card but without it, the card would be too conditional to be worth running. I'm not sure of the power level, but I imagine since you can only recycle once per Standby Phase, it isn't insane in terms of power.

Card B is a play maker. The "drawback" is non-existent, allowing you to Tribute for any monster that requires 1 or 2 attributes. Obvious Monarch support, but that is fine. The ability to fulfill a Mega-Evolved Monarch's Tribute conditions is pretty sweet, allowing another plus from the Summon, but is simply mediocre fodder for the regular Monarchs. That last effect though, my God. I'm rather certain that is pretty crazy, especially with March of the Monarchs making sure you always have a Monarch in hand. The card makes a Mega Monarch a guaranteed +2, a regular one 0, and if used already, can make the second one a +2/+1, excluding Molding the Monarchs, which would simply add an advantage to each. None the less, the effect in the Graveyard doesn't consume your Normal Summon, which is crazy if you Summon a Monarch, add another (Mega Monarch), and Summon that one by Tributing the free one for even MORE advantage.

tl;dr Can get crazy, needs drawbacks.

Card A gets my vote.

Card A gets my vote.

Basically, it needs to be sent to the Graveyard to activate its first effect (draw), so that part kills it (unless you use it to pay the cost of Anteatergiant or something that requires S/T cards to be sent for its summoning). As for its Graveyard effect, essentially functions like Ribbon of Rebirth in the sense that monster can be revived right away (provided you banish this).

For the other card, what it boils down to is being able to summon the Monarchs (and the newer Mega ones) much more easily; like what above poster mentioned, though it's not limited to just them. The revealing effect essentially makes it like the Double Tributer monsters that currently exist in game (and possibly can allow you to summon revealed monster right away; cards that can be summoned by this: Aforementioned Monarchs/evos, REDMD (though not sure you'd run this card with it, but possible), among other monsters). The specific ATK values do balance it out a bit, but it looks more like Monarch support from the looks of it.

Both are creative concepts, but card A for being more balanced out

>Determined amount of time

>Unspecified deadline

Can you tell me what is wrong with that? I assume you meant a week, right?

Anyway, the winning vote goes to Card A. For starters, Card B does too much for Monarchs. I love that it is trying to give Monarchs some love, but its just telling the Monarchs that they can abuse it. It basically allows two Monarchs to be Tribute Summoned with their effects intact. That's a problem that needs to be taken care of. Yes, I understand that Card A is situational. However, at least it can't be abused to death like Card B given that it needs to be destroyed before it can do anything.

So, 3-0 Card A wins.
