The condition is to make a regular effect monster with 5000 ATK.

Cannot be Special Summoned except by its own effect. If you control a face-up "Garbage Lord": You can banish 1 DARK monster in your Graveyard; Special Summon this card (from your hand) in face-up defense position, and if you do: Increase or decrease the Level of 1 monster on the field by 4. You can only activate the effect of "Garbage Scrapper" once per turn. You cannot conduct your Battle Phase during the turn you activate this effect. If this card battles: All damage is halved. If this card is destroyed or detached from an Xyz Monster: You can send 1 DARK monster from your deck to your Graveyard.

You can Special Summon this card (from your hand) by sending 1 face-up "Umi" to the Graveyard. This face-up card's name is also treated as "Umi". Neither player takes damage while this card is on the field. You can only control 1 face-up "Bahamut the Lazy Ocean God". You can Special Summon 1 WATER monster from your hand. You can only activate this effect of "Bahamut the Lazy Ocean God" once per turn. This card cannot attack the turn you activate this effect. When this card leaves the field: Add 1 "Umi" from your Graveyard to your hand.

I vote for garbage scrapper

 

a 5000 atk monster would have to be pretty conditional to summon and it seems to me that getting one of the 5 versions of umi out is easier, than having to summon garbage lord. both of the cards draw backs aren't really much of a hindrance and they both appear op'ed to me but bahamut lets you special any water monster from your hand and is a searcher, whereas scrapper is a quick xyz and miller which is useful but not really that great. I can't see any issue with the wording and I like the design for both cards, but I just think garbage scrapper is more realistic

Card A

A very interesting beater. I think it would see play since you gave it 0DEF, though as a DARK that can be a beneficial thing. You can still Normal Summon it, providing a 2 Tribute 5000 beater, which is something I'm somewhat opposed to for various reasons. It is really killer balanced, so really good work there. I don't see how the last effect ties into the "Garbage" archetype, but it is nice icing on the cake. It is really unrealistic however, moreso then Card B.

 

Card B

A card with a definite home, and is balanced. I mean, you could argue that with Skill Drain this thing would be far to ridic, but I believe that would just be an interesting take on the vastly inferior Umi Deck. I don't like, again, how this can be Normal Summoned as a 5000 beater, but it still Tornado Walls both players, so you won't be winning the game with this guy, making him rather useless to Normal Summon. The recycle works perfectly with his cost, but therefore neutralizes it and feels kind of cheap in that regard. However, Umi Decks need more recycle power and this guy helps with that.

 

If Card A couldn't be Normal Summoned, the decision would've been closer to me, but I have to vote for Card B. I think either way I would've, really, as it is an interesting take on Umi and I'm a sucker for WATER (especially over DARK). Had Card A had a "no Normal Summoned/Set" clause I believe I may have voted for it.
