Cannot be Normal Summoned or Set. Must first be Special Summoned (from your hand) to your opponent's side of the field by Tributing 2 monster you control. If you Special Summon this monster, you cannot Normal Summon or Set a monster during the same turn. During your opponent’s Standby Phase, if they control this monster: Target 1 card on your opponent’s field; destroy the target. During each of your End Phases: Pay 500 Life Points or switch the control of this monster to you; its ATK is reduced by 1000.

This card can only be Special Summoned to your opponent's field (from your hand). If this card is Normal Summoned or Flip Summoned: Your opponent may pay 1000 Life Points to gain control of this card. While this card is under your opponent's control: Increase this card's ATK by 1000; your opponent cannot attack with any other monster they control except this card.

Fairly certain the "opponent's side of the field" means that Card A will destroy cards on your side of the field. because your opponent controlling it overwrites the effect to the controller. You're essentially giving your opponent a 3k beater that can blow up stuff, and 500 life points is a rather laughable cost.You are also required to keep two monsters you control alive for at least a turn, and then tribute it for something like this. Not worth it.

While Card B is also not that useful, it at least isn't that.

Vote for Card B.

The problem with these cards is that a card cannot be under an opponent's control, as the person controlling the card is no longer the opponent. This makes these cards pretty card to properly review, though I find that card A is probably a bit more useful, so I'll have to go with that one.

What Ambrosia says is true; both cards have a huge flaw in their wording, and due to this neither of their effects would work properly. In both cases, you're gifting your opponent with a big monster - therefore, the choice is whether you want to give them a 2000 ATK beatstick or a 3000 ATK one that wastes your own materials. And as much as I wouldn't want to use either, I will have to give my vote to Card B, since at least the Special Summon to your opponent doesn't require you to sacrifice your own resources, though as I said before, there still wouldn't be a reason to use it, except with the obvious Remove Brainwashing/Owner's Seal combo.

Well the reasons for voting for Card B are pretty obvious, seeing as everyone has accurately stated that the way the cards are worded have made it so you give your opponent some suped monsters. It makes sense to vote for card b, even though you are giving them a monster to work with, at least it doesn't have 3000 ATK. So Card B.
