Make a Synchro Monster (1 Tuner and 1 non-Tuner [b]must[/b] be the required cards for this Synchro Summon) that is a Machine-Type. It must be able to get rid of your opponent's Lv. 3 or lower monsters from their hand in some way.[/spoiler]

During each of your opponent's Standby Phases, you can look at your opponent's hand. If it contains any Level 3 or lower monsters, you can select and discard 1 to the Graveyard at a cost of 600 Life Points. Each time you discard a monster in this way, place 1 "Control" Counter on this card (max. 1). During each of your opponent's Battle Phases, if this monster were to be destroyed by battle, you can remove 1 "Control" Counter from this card to Special Summon 1 Level 3 or lower monster from your opponent's Graveyard to the field in Defense Position to be destroyed instead.[/i]

Ok:

Card 1:

I think it has an OCG error, but I'm not sure.

During each of your opponent's Standby Phases, you can look at your opponent's hand. If it contains any Level 3 or lower monsters, [b]by paying 600 Life Points[/b] you can select and discard 1 to the Graveyard [s]at a cost of 600 Life Points[/s]. Each time you discard a monster in this way, place 1 "Control" Counter on this card (max. 1). I don't know, so don't take my word for it.

Pic is good, but looks more like an Effigy. Name is Original. I like the overall theme.

Card 2:

Otherwise, it's effect would activate once.

Pic looks better for a Spell/Trap Card. Same with name.

As a result, I vote for Card 1.

Pic: Card B because it suits the card better.
Balance: Both are relatively balanced.
Effect: Card B has a good burn effect while it can get rid of some of your opponents card quickly.
Card A can get rid of opponent's card's quickly, but it doesn't have the burn effect.
I don't rate OCG.
Overall: Card B gets my vote.

Future Paradise, I believe you can accept both momobeast's and Matheus Mariano II's reasons for why they vote. After all Mr. Striker didn't explained how Card A's effects flow either and Maha Guns didn't elaborate on how Card A was creative yet both of their votes were counted, so I believe that momobeast's and Matheus Mariano II's votes count.

He just didn't say he likes the pic better, he also said that the effect doesn't take too long to go into effect which in my opinion is brief enough and an acceptable reason, but it is your contest so I won't argue with your decision, but I'm just saying
