For the duration that this thread is up: The 3 star user limit will be revoked.

Now, a couple weeks ago I was talking to Smesh about rewriting the rules and have been unable to attend to them due to real life and other places that I need to be. For now, here is the mock-up. Please read them and explain any things you have a problem with.
~Card Contest Rules~

Section 0:
All regular and custom cards site rules apply in this forum and will be dealt with accordingly.

Section 1:
I - Any member is allowed to host a contest, no matter their post count. Although, it is encouraged to get a feel for the forum before hosting.
II - You may only host 1 contest at a time. If you decide you can not handle to carry on the contest you are currently hosting, change the title to "lock" or "finished", and then host another. Please try to not to this, but if you must, these rules must be followed or you will be under a Moderator's discretion.
-if you prematurely close your contest, you MUST repay entry fees. If you do not do so, you will receive punishment of any caliber, depending on the Moderator's will.

Section 2:
I - Contests must have rules and prizes stated clearly. An end date is not necessary, but is encouraged.
II - You can only give out a maximum of 8 reps, unless you specifically have Moderator permission.
III - You can only give out a point prize up to the amount of points you have at the start of your contest.
IV - Signature awards, member cards, etc. are also allowed to be given as prizes.

Section 3:
I - You can set any limit to the amount of contestants allowed in your contest.
II - You can not deny contestants unless they have broken a rule.
III - You can add requirements needed to join your contest. Such as Level or being a member of a club.
IV - At any time, if a member breaks a rule, you are allowed to disqualify them.

Section 4:
I - When your contest is finished, change the title to "lock", "finished", etc. You can also report your thread, but it must have it's title changed as well.
II - If your contest is pointless or doesn't follow the rules, it will be locked on sight.

Section 5:
Cheaters and rulebreakers will be banned for a certain amount of time, depending on the Moderator's choice. Repeat offenders will be banned from YCM. Cheating will not be tolerated.

Section 6:
I - if the rules do not say you can't do something, then you can.
II - Moderators can punish you in any way they see fit. This could be anywhere from a verbal warning to a permanent ban.

Tips:
-Try to make your contest too complicated.
-Having co-hosts/other judges makes the contest go by easier.
-If you do not think you know well enough to judge well, have open judge slots.
-Be nice to your contestants. Flaming and trolling are not just against the rules, but will make your contest less enjoyable.

Bolded is the only thing I really have a problem with. Something like that can be kept within the club itself or PM.

In response to the revoke, I'm just going to point out the following:

Members who don't have 3+ stars who start a contest will more than likely not get a lot of contestants. The key factor is below.

1) Not well-known. This is probably as to why their contests won't get anywhere. No one knows them for their card making abilities yet, and people who join that are experienced card makers won't know how well of a card maker/judge that person really is. They don't want to be told they're wrong by someone whom nobody knows about.

I'm not trying to be rude or arrogant, but I do beleive the above will happen in response to the revoke.

That's why I made the max 8, so it can be payed off in two days exactly. And @Snow why is that a problem?
It should be self-explanitory. If it is only for people who are in a certain club, why have it in contests? So you can say "herpderp not in the club" to other people who might want to join the contest?

Like I said, it should be kept within the club thread itself or over PM's.

Making a contest thread for it seems absolutely pointless to me. If it's going to be in Contests, it should be open to more or less everyone.

That happens all the time to people who even have above 150 posts. And mainly new members come to contests, so they don't know who the "well-known" members are, and they'll join pretty much any contest.

It's also an advertising thing. And I know adverting is illegal, but it's been done so many times, and it's never really hurt anyone.

Idk. Might get changed. That's really up to Icy.

"Try to make your contest too complicated?" I think you mean "Don't try to make your contest too complicated" under the Tips Section.

I wrote this up on my iPod. Errors are frequent xD

Hello. Thankyou for the addition of allowing under 3 stars to hold contests because in my view, anyone can be a better card maker but it is the time spent on this forum that actually gives you your level and how much you post. However I am posting to ask permission to hold 2 contests, both in advance of setting up. The contests will be:
Battle of the Synchro Attributes
Light vs Dark contest.
Battle of the Synchro Attributes will come first and a while after completion, I will start the Light vs Dark contest. I would like to ask your permission before starting these contests to make sure it is ok.

Also, I could you please tell me how to give reps. to people?

I don't know why you would need permission to hold a contest, as long as you're only doing 1 at a time.

And for the reps, you see the little + - symbols at the bottom right of this post? + gives reps, - gives negs.

In that case, then I'd ask you to put it either inside the club or hold it inside another section (via PM only; all others will be invalidated as contests). There would be the logical dodge of invitation reserves, however those would need a reply limit or just simply use first come first serve. I am with you on the whole certain people only thing, kinda ruins the mutualness of Contests.

What are reps?
REP is the shorten version for REPUTATION.

They can be positive or negative and are given to a member based on something he made on the forum (good or bad).

You can give a rep to a member by clicking either on + or on the - (according to its positive/negative status), under one of his/her posts.
If the prize is a % of a pool, then you can do it since you're guaranteed to get that many points.
Mmmm... can we make a Card Set contest (like, you know, instead of asking for single cards, we could ask for card sets)? If it's possible, how many cards can we allow on a set?
Section 6:
I - if the rules do not say you can't do something, then you can.
