This card cannot be Special Summoned. Once per turn, you can pay 800 Life points to place 1 Break Counter on a face-up monster your opponent controls. When the Battle Position of a monster with a Break Counter on it is changed, take control of it.

When your opponent declares an attack on a monster you control, you can remove from play 1 WATER monster from your Graveyard to change the Battle Position of the attacking monster. You can Tribute this card to take control of 1 monster that's Battle Postition has been changed by this card's effect

Zextra GMV here. His card's effect has fewer ways to counter it than Omega's does, it has very few, if any, OCG errors, the card itself is one of those similar to Red-Eyes Darkness Metal, where it can summon itself in the first turn, and it retains a way of staying on the field, while supporting other cards.

 

Omega came close, though. His card's effect wasn't too complicated or simple. I liked the use of Counters, but I felt that it downgraded the effect too much. Counters can be gotten rid of too easily. The card was a good one, but it was just a bit underpowered, by both its own stats, as well as its effect.

I'm going to have to vote for Zextra on this one, as been stated before, he has a more elaborate and creative effect though it is just a bit Op'd because it's a level 7 and only requires you to remove 1 WATER monster from play to summon it. If it could be normal summoned you would need to tribute 2 monsters. But since its effect involves removing monsters from play, it would be quite balanced considering you can only summon 1 monster per turn except if you use a card effect to summon more. Furthermore, you have to tribute the card itself if you want to take control of an opponent's monster. But you could also bring it back by removing another WATER monster. Overall, monsters are suppose to give some advantages over your opponent so that's why this card gets my vote.

 

Now, OmeGa's card, while it has its uses is a bit Up'd in my book. First off, it can't be Special Summoned, so when it's gone, it's gone. Then you have the weak ATK strength. Now even though its DEF is quite good, it would probably get destroyed on the very next turn after its summoned so its effect wouldn't be brought into play, of course this could be countered by utilizing card effects but an opponent could also counter. Even if its in defense position, it would not be able to stand up against monsters whose ATK are in the 2000s.

 

Overall, both cards are creative and well thought out, but my vote goes to Zextra
