Card A's effect is too simple... Card B's Counters make it a little harder, because you may have 2 counters on it but what if your opponent has an open field? would you give up 1 more battle phase to be able to just send every card back? or would you attack then wait til next turn?

i think card a was better. you cant just return all the cards whenever you want, you should have to wait until something bad happens.
