Lore:

When this card is Summoned, you can reveal the top 3 cards of you or your opponent's Deck and send them to the Graveyard. During your next End Phase, if you sent the cards from your Deck, you can add one of sent cards to your hand. OR if you sent the cards from your opponent's Deck, you can select one of the sent cards, if the selected card is a monster, your opponent cannot Summon monsters during his/her next turn, if the selected card is a Spell or Trap card, your opponent cannot activate Spell and Trap Cards during his/her next turn. When this card is destroyed, you can send the top card of you and your opponent's Deck to the Graveyard.

Once per turn, you can send cards from the top of your opponent's Deck equal to the number of Fairy-Type monsters in your Graveyard. Then put 1 Miracle Counter on this card for each card sent to the Graveyard by this effect. Once per turn, during your turn you can remove 2 Miracle Counters from this card to increase your Life Points by 800. When this card is destroyed, Special Summon a number of Fairy-Type monsters whose total level is equal to the number of Miracle Counters on this card.

Both have OCG errors. And Hades has an OCG error that would make it unplayable. Doesn't say where to send the cards.

 

But despite that, I have to go with Hades. It has better support in it and Phantom's is somewhat random.

That's pretty difficult.

I have to agree, Phantom's card looks pretty random, though you could also say it's flexible, while still resorting to one basic theme, milling. Still, imo it should focus a little more, why my vote goes to Hades as well. It has a really nice variety of Counter uses, though I think the milling effect is a little too strong (read: It mills to many cards). But other than that, I like it, basic, but functional support for Fairies, well done :)
