@forceflex: At that level I can't really tell. Get it to level 50 and I can but at first glance it doesn't look too good. It's SpA should be alot higher than its Hp. It's Nature isn't great though. You'll want Timid/Hasty/Naive.

 

Also it's not about where you go it's what you battle. What you should do is get the appropriat Pokemon to appear in the wild at a low level. Do that and some other time saving techniques and you'll be sweet as a nut.

I thought you had an AR, oh well. Any way go on serebii Pokdex page and they'll be a section that shows you which Pokemon give the EVs you want.
