Not Terror Incarnate's effect The effect that summons Terror Incarnate activates in the Graveyard, and is therefore unaffected by Skill Drain. I was surprised when a Zombie-based Ocean Dragon Lord OTK worked when I didnt think it would. Well, I know it wouldnt work now that Mezuki is at 1.
