They are usually acquired by being nice, or winning contests. You can hand reputaion points out to a person simply for answering a question or even just saying thanks! Make you you give a positive rep to people you think deserve one. You can give someone a rep by clicking their profile and click their reputaion point number. Then you must click rate user.
