Yes' date=' the effect of Speed World gives 1 Speed Counter to the turn player during their Draw Phase. Giving 3 per turn would make it extremely broken since so many Spell Cards require large numbers of Speed Counters to activate. Contrary to the 3x speed of red, Jaden's clone plays a burn deck. -_- I don't see Solar Flare Dragon winning speed either. If anything is fast, it's black.
