Great quality? Not really. Your splice example has no shading whatsoever, and the tip of Arceus' head is missing. Arceus looks mishapen on the body, the colours are weird, all in all...

 

You need to improve. Try some tutorials. ^^

Most people make them with Paint. There is no difference unless you want stupid effects. I would have to agree with Snitch, read Jappio's tutorial.

I use Paint mate - it's not hard to produce something good...go look in my shop, if you're really that bothered. =/
