K. Rep stands for Reputation. You can give them a positive rep (for doing good), or a negative rep (for doing bad [sorry for the uninspiring adjectives, I'm kinda sleepy]), and you can put a comment along with the rep. You can give positive reps for winning contests, helping people, making fair trades, making awesome cards, or just being a good guy. You can give negative reps for flaming, spamming, trolling, ripping off in trades (which, thank god, has not occured yet) and the like. This helps you find out what kind of person the guy is.

 

You can see a persons' reputation by clicking their "Reputation" link, under their post count (I THINK). Next to the link is their total reps: in the form (Positive rep)/(Negative rep). By clicking on the link, you can see a full history of that persons' rep, including the person who gave the rep, the kind of rep (Positive/negative), the post they are referencing and their comment.

 

To give someone a rep, underneath the "Reputation" link, there are a thumbs up and a thumbs down. Click on the appropriate one (Up for positive, down for negative) and you will be taken to a screen where you can make your comment. After you confirm, that person has one more rep, be it positive or negative.
