Rapscallion:

 

When this card is equiped with an Equip Card this card gains 800 DEF. Whenever this card is targeted by the effect of a Spell Card, this card gains 200 ATK. When this card is targeted by a Monster Effect, remove one card in your Graveyard from play to negate the effect of the monster, this card is then returned to your hand.

 

Fixed. It's really good, I like it. Maybe you should make it a 5 or 6 stars though?

 

Primal:

 

Name: U.D.B - Ultimate Defense Barrier

 

Effect: You can only activate this card during your opponent's Battle Phase when your opponent selects 1 monster you control as an attack target. Discard any number of cards from your hand to the Graveyard to increase the targeted monster's ATK by 200 for each card discarded.

OCG:

 

If you Release a Machine-Type monster to Advance Summon this card, increase the ATK of this card by 1000. If you Release a Warrior-Type monster to Advance Summon this card, increase the DEF of this card by 1000.

 

Meh, it's too simple. Try to give him a more interesting effect.

This card can only be activated when you have 2 or more Psychic-Type monsters on your side of the field. During each of your Standby Phases, increase your Life Points by 100. When a Psychic-Type monster is selected as an atttack target, you can pay 1000 Life Points to increase the ATK of all Psychic-Type monsters on the field by 400 until the end of the Battle Phase. When a Psychic-Type monster is sent to the Graveyard, you can downgrade a non-Tuner monster on your field by 2 Levels.

This card can only be activated when there is a Psychic-Type monster on your field. Inflict damage to your opponent equal to the number of Psychic-Type monsters on the field and your Graveyard x100. When you successfully inflict damage to your opponent, you can send 1 monster on your field to the Graveyard to Special Summon 1 Tuner monster from your Deck to your hand. By removing this card from play, you can take control of 1 Level 4 or lower monster on your opponent's field and downgrade the selected monster by 1 Level.

This card can only be summoned with the Ritual Spell Card "Witch Summoning". This card returns to the owners hand during the End Phase of the turn that it is Ritual Summoned or flipped face-up. When Ritual Summoned, for every Trap and Spell Card on both sides of the field, a card is randomly selected from your opponents deck and removed from play.

Effect: 1 Tuner + 1 non-Tuner LIGHT monster

You can pay any multiple of 1000 Life Points to raise or lower the Level of 1 monster in your hand or on the field 1 Level for each multiple of 1000 until the next End Phase. If a monster's Level is lowered and used for a Synchro Summon, inflict damage to your opponent equal to the Level x 200. If a monster's Level is raised, select 1 monster on the field and place it face-down in your Spell & Trap Card Zone. When this card is targeted by the effects of a card your opponent controls, negate the effect and return a monster in your Spell & Trap Card Zone to it's owner's hand.

Both players select 1 row, send each card in the selected rows to the Graveyard. If your 1st, 3rd and 5th Monster Card Zone is filled with a "Phantom" monster, remove all cards in the Spell & Trap Card Zone on the field from play, except this card. If you control no monsters and you control 2 or more Continuous Spell Cards, your opponent cannot attack you directly. During your 4nd Standby Phase after this card's activation, you can Special Summon 1 Level 4 or lower "Phantom" monster from your Graveyard in face-up Attack Position.
