When this card is Summoned, return all monsters on the field to their owners hand. For each empty Monster Card Zone on your field, increase the ATK and DEF of this monster by 200. Once per turn, during your Main Phase, you can send 2 cards in your Deck to the Graveyard to return 1 monster on your opponent's field to his/her hand. Once per turn, when your opponent declares an attack, you can send 1 monster on your field to your Graveyard to negate the attack. When this card is sent to the Graveyard by battle, return the attacking monster to your opponent's hand.

Increase this card's ATK by 300 for each "Crystal Beast" removed from play. Once per turn, you can send the top card from your Deck to the Graveyard, if the card is a "Crystal Beast" you can Special Summon that card in face-up Defense Position. During the 3rd Standby Phase this card is Special Summoned, you can send all "Crystal Beast" you control to the Graveyard, increase your Life Points by 200 for each "Crystal Beast" sent to the Graveyard. If this card is sent to the Graveyard by a effect of a Spell or Trap Card, you can Special Summon 1 "Crystal Beast" from your Remove Pile in face-up Defense Position.

Gosh! I am getting soo frustrated with this card I'm making (electrostatic transgression grid)!!!

 

I can't think of a good effect! This is what I have so far:

 

All monsters on the field cannot change their Battle Position and all Spell & Trap cards must be set and cannot be activated until the end of the respective player's next Battle Phase. When a Monster Effect would be activated, inflict 100 damage to the respective player's Life Points. When your opponent's monster declares an attack, you can remove from play 1 card in your hand to negate the attack.

Here is another suggestion:

 

Effect:

Both players can only Summon monster in face-down Defense Position. Both players can switch the Battle Position of a monster during the 2nd Standby Phase the monster was Summoned. No Spell or Trap Cards cannot be played only during the Main Phase 2 during a player's turn. To activate a effect of a Monster, Spell or Trap Card the player activating the effect must pay 100 Life Points. During the Battle Phase of either player's turn only 1 monster can declare a attack.

Effect: During your Main Phase, you can discard 1 card from your hand to activate 1 of the following effects based on the type of card discarded. -Monster: Select 1 monster on the field. Return the selected monster to its controller's hand. Any cards with the same name cannot be Special Summoned or used as Tribute for the remainder of the Duel. -Spell Card: As long as this card remains face-up on the field, when either player activates a Spell Card the controller of that card must discard 1 Spell Card from their hand or take 500 points of damage. -Trap Card: As long as this card remains face-up, Trap Cards must be Set face-up before activation.

 

Was going for an anti DAD and JD card.

Another card guys, please rate. There may be many errors as it is very late over here and I'm not quite 100% alert right now...

 

I am going to fix the /Tuner part after the OCG is checked with you guys.

This card cannot be Summoned when there is a Level 3 or 4 monster on your field. When this card is Normal or Flip Summoned, Special Summon 1 Level 4 Sea Serpent or Fish-Type monster from your Graveyard. When this card is used for a Synchro Summon, instead of sending this card to the Graveyard, equip this card to one Monster on the field. This card can only be equipped to a Sea Serpent or Fish-Type Synchro monster. As long as this card is on the field as an Equip Spell Card, During battle between this attacking card and a Defense Position monster whose DEF is lower than the ATK of this card, inflict the difference as Battle Damage to your opponent. When this card is sent to the Graveyard as an Equip Spell Card, place this card on the bottom of your Deck. This effect can only be activated once per Duel.
