This card cannot be Normal Summoned or Set. This card only be Special Summoned to your opponent's field by sending to the Graveyard the top 3 cards of your opponent's Deck and by discarding 2 cards from your hand. If this card is in face-up Defence Position, destroy this card. This card cannot be destroyed by battle (Damage Calculation is applied normally). During each of this card's controller's Standby Phases, sent the top card of this card's controller's Deck to the Graveyard.

Sorry but mill strategies are bad. It will the opponent especially if they play Zombies or Lightsworns, which half of the good duelists in the world do. ^_^

I don't remember, but check DitR contest, it should tell you what Mill is. I think it is making your opponent lose all of the cards in their Deck.
