The first five (technically four because I join of course) to join automatically become the "kage" or village leader, assuming that person isn't already chosen. Organization rules apply here to I'm afraid. Once the "kages" have been chosen you may be a leader of a village that doesn't currently have a stable government (Ex. Amegakure). Then you join according to rank via stars though this doesn't apply to the first other four. You also don't have to be active. Kages 1. 12th hokage - Hokage Yondaime (4th hokage) 2.
