In the end, his plan fails miserably. Lelouch fights for a noble cause, to liberate Japan. He cares if certain people die. That makes him rather vulnerable to a certain notebook, doesn't it? That being said, Lelouch makes fewer amateurish mistakes, whereas Light made some ridiculous blunders - like killing Lind L. Taylor. Gee, it's the world's greatest detective who has never shown his face or revealed his name before, and now he's broadcasting his name and face to the entire world to announce that he hasn't actually found anything out but is going to try? Don't you think this just might be a not-all-that-subtle trap? Of course, Light also had a stronger opponent in L. For the deathnote to work you need to write out the name and have the person's face in mind and they die. So Leouch would wear his mask pop open his viser and order Light to commit suicide. After that, he just sort of tossed nukes around until he died. He wasn't a consistent enough opponent for Lelouch.
