You mean Dark Grepher? It does but from what I know he rarely sees play, so useing this to stop him and the other few cards that can dump monsters to the grave from the deck is a waste since the only one I can think of that is used often is Foolish Burial. I don't think so. It first draws, then it mills, so I believe that they are separate effects. I might be wrong, though. I couldn't find any rulings. Diamond Dude's effect skips over the cost. Stronghold Weapon skips over the cost. Spell card's effect still activates. Celestia's effect still activates. I could, and probably am, wrong though. Diamond Dude's effect skips over the cost. Stronghold Weapon skips over the cost. Spell card's effect still activates. Celestia's effect still activates. I could, and probably am, wrong though. But Diamond Dude's text specifically says to activate the effect of the sent Spell. This card just prohibits cards from being sent.
