well,considering the effect doesn't relate much,outrage in the game would make rayquaza hit a lot of damage but gets confused so that is the draw back,so i might recommend that you raise the lowest HP count higher and make the effect so that he does like 2x damage but other pokemons do 2x or 3x damage to them.so basically a last turn berserk-like attack
