You need a Thunder/HydroPump Kyogre counter. And as Cory said, even a Chinchou or Lanturn could kill ya. Unless you are running an Earthquake somewhere.

By Close Combat/Earthquake COUNTER, I meant that you need a counter for a Pokemon on your opponent's team with those moves. Maybe a Flying type?

Shadow Claw

Night Slash

 

Dark and Ghost moves should take it down fairly quickly.

 

To Capture:

 

A Thunder Wave / Psychic Combo

Thundwave can Paralyze it 100% and Psychic will do minimal damage so you don't kill it.

[/quote'] well usally i eather have a flying types oh and heirs a good combanshin lugia and kyagor i don't know if i spelledt that righ or not but if lugia has fly and kyagor has surf one lugia doesn't get hit and it's a dobblt attack

I would say for a CloseCombat/Earthquake, Lugia is your best bet. Close Combat does almost nothing, cuz it's Flying and Psychic. Earthquake won't be able to hit it. And you have a two-turn move to set up.
