You need a Hydro Pump/Thunder Kyogre counter.

You need a DEF Wall / Earthquake counter. But Ryperior might work for that.

Replace any Pokemon with a Lanturn @ good Speed and SpATK.

And two other moves of your choice. Rain Dance is optional, but if they have a Kyogre, you don't need it. That will counter a Kyogre, since you are resistant to Water and Electric. Watch out for a Kyogre with some random Dragon move or something.

Couldn't Tortera also counter a HydroThunder Kyoger? Ground neutralizes Thunder and Grass gives it normal weakness to water.

If it runs Ice Beam your screwed, while STAB, Rain Dance, Hydro Pump from a beast like Kyogre (which is irelivant because it's uber) would have a high chanche of killing it anyway but you'd probably be able to get 1 Wood Hammer in there.
