I think he means Grip Claw, or whatever item you need for a Sneasel to evolve. But Razor Claw is the same thing as King's Rock!

Razor Claw is not like King's Rock. Razor Claw raises Critical Hit ratio and makes Sneasel evolve to Weavil.

And King's Rock increases the chance for a flich.

Oh, I thought Razor Claw also increased Flinch rate. Guess I was wrong. >_
