I have tos ay, don't like it. I find that you need to work on things like borders, and shading. Firstly borders are needed to separate and shape things well. Not only does it look weird because of the lack of border though. The shape of the quills is weird. On top there are ones sticking straight out on horizontal angle, then they are pointing way far down. They also are abnormally long on the bottom, shorter on the top.

 

Shading has it's issues too. On the quills it seems really random, just random dots and strips of one color everywhere. On the glasses I think shading could have been done different and better. Shoes also seem to suffer something similar as the quills.

 

The right side of the glasses seems off too, too short perhaps. Also in general, they don't look right, alomost too jagged, and yet rounded at the same time. The borders need work I think with them, making them more like straight solid lines. It's hard to explain, I suggest just trying stuff.

 

It being silver everywhere I also don't like. Even the gloves and shoes are silver. I would throw in some different colors every now and again.

 

The shoes also seem to have something odd about them. Mainly how they are seem different from the rest of the sprite. I mean your sprite I can guess is from Sonic 3 or something. The shoes you gave this guy though seem different, kind of like Shadow's I want to say. Yet the shoes are of a different spriting style, so they seem really out of place.

 

I don't find that calling this thing non pokemon related necessary, I mean Pokemon aren't the only type of sprites =P

 

Well with that all said, I have to say as it is, the worst problem is how you did the quills. They just look sloppy, even like they were a .jpeg or something. Actually while looking a little closer, I think I see what is wrong. You have well over 5 shades of gray. This is a major issues. Sprites of this size and quality aren't suppose to have that many. 3 or 4 generally is good enough, you though seem to make way too many.
