This card can only be summoned by the effects of "The Legendary Scroll: Rajutsu-Force". The ATK and DEF of this card decreases by 500 points during each of your Standby Phases. When this card attacks a monster in DEF mode and destroys it by battle, inflict the difference between this monsters' ATK points and your opponents' monsters' DEF points as Battle Damage to your opponent. When this monsters' ATK hits 0, destroy this card.

bye activating this card you are able to summon Ledgendary Rajutsu Master bye sacrificing monsters whose stars are equal to or greater than 9. After Ledgendary Rajutsu Master is summond equip this card to it if this card is destroyed so too is Ledgendary Rajutsu Master.

You neglected to post a new card, so:

 

Element-Destiny Hero Electma the Incredible

(Destiny Hero Dogma + Elemental Hero Electrum) When this card is destroyed, pay 500 Life Points to summon one Destiny Hero or Elemental Hero for each sacrifice the monster needs + 1. You may use this effect once per empty monster zone on your side of the field.
