Decree in a burn deck is the epitome of foolishness, it negates all your damaging trap cards.

 

Now Im aware that some of these cards are random and noteasy to get, but I think this base could help you build a decent fire/burn deck

 

Of course, if you make a LOT of money, replace the thestalos's with Gellenduo's xD
