I use Macromedia Flash 8, and that you have to buy.. Or you can try to downoad a torrent from any major torrent site. But do so at your own risk. If you don't need anything really high quality, you can just use Pivot, but it can only do stick figure level stuff.Or, Adobe ImageReady (which comes with the newer Photoshops), can do animation.
