How do you decide how many stars to have?

Well, I skimmed across the forum, and I didn't see any questions like this, so I hope I'm not clogging anything. Anyway, how do you decide how many stars to have on a monster card? Is it decided by a guess of how, "good," the ATK, DEF, or Effect is? Is there a little list or something I can look at here? Thanks.

go to the level section and it will tell you how,i don't think you skimmed across the whole forum just yet,considering the fact that it's a sticky and that its in this section.and since it will be impossible to go through the entire YCM forum in a day,over 50,000 different profiles+rep. report,over 100,000 threads.
