You follow the rules for it after that. This way, they could do Speed World tourneys and stuff, mibbe even a Speed World SJC? However, the game is far slower in Speed World (irony, anyone?), and the second player has a huge advantage because they will be able to play 2-cost Speed Spells on their first turn. And if this was a real card, they would probably make its effect non-stoppable and indestructible, you could probably use effects to make the damage 0, but not negate the damage. I made a Speed Spell once called Burning Rubber, but it had the one thing Speed Spells need: a Speed Spell cost of 1. Incidentally, FTKs are next to impossible in Speed World.
